ICCEFA Bylaws

Adopted October 2022


  1. Name - This organization shall be known as the Illinois Community College Education Faculty 
  2. Purpose
    1. Provide ICCEFA members a voice in Illinois teacher education
    2. Strengthen teacher education programs in Illinois community colleges
    3. Strengthen Illinois articulation initiatives
    4. Develop a statewide communication and advocacy network for community college teacher educators
    5. Establish and maintain strong collegial relationships between faculty and staff at community colleges and senior institutions
    6. Provide ICCEFA members support in upgrading teacher education curricula to accommodate Illinois Professional Teaching Standards, as well as any standards that may be introduced by the State of Illinois
  3. Affiliation - This organization is not currently affiliated with any other organization
  4. Membership
    1. Eligibility
      1. Full Membership - All current and retired education faculty at community colleges and all Illinois community college administrators in the state of Illinois with direct responsibility for teacher education are eligible for full membership. Full membership requires the annual payment of dues. A full membership includes the rights to:
        1. Be a member of the executive committee of the ICCEFA
        2. Vote for members of the executive committee
        3. Vote on all amendments to the bylaws
        4. Nominate individuals for offices or for the steering committee
        5. Serve on the steering committee
        6. Attend the annual meetings of ICCEFA
        7. Be part of the ICCEFA Listserve
      2. Affiliated Membership - All education faculty at four year institutions and all four year college administrators with direct responsibility for teacher education in the state of Illinois, all community college administrators in the state of Illinois, all K-12 faculty and administrators in Illinois, Illinois Community College Board members and their staff, Illinois State Board of Education members and their staff. Affiliated membership requires the payment of dues. Affiliated membership includes the rights to:
        1. Nominate individuals for offices or for the Steering Committee
        2. Serve on the Steering Committee
        3. Attend the annual meetings of ICCEFA
        4. Be part of the ICCEFA Listserve
    2. Duration of Membership - Memberships will remain active for one academic year

    2. Steering Committee Members (5)
      1. Community college administrator
      2. Community college education faculty member
      3. Three (3) Affiliated members
    3. Board of Directors - Collectively the members of the Executive Board and the Steering Committee
  6. Election of Officers
    1. For 2022-2023, Executive Board members will be presented as a slate for affirmation
    2. For subsequent elections, two processes will be in place to develop a slate of candidates
      1. The Steering Committee will serve as a nominating committee to develop an initial slate of candidates
      2. In August, the current president will solicit the membership for nominations, including self-nominations, for officers of the Executive Board as well as for members of the Steering Committee
    3. Officers and members of the Steering Committee serve two-year terms. The President-Elect will assume the presidency at the end of the two-year term. The Secretary, the Treasurer, and members of the Steering Committee can serve no more than three consecutive terms.
    4. For non-contested elections, the slate developed by the steering committee will be presented for affirmation at the fall conference of odd-numbered years, to be held no later than October 30th of each year
    5. For elections in which there is more than one candidate for any office, a ballot will be emailed to all Full Members at the beginning of October, to be announced at the fall meeting
    6. Elections will be held on even numbered years
  7. Meetings
    1. Board of Directors
      1. One regular meeting of the Board of Directors will be held annually in conjunction with the fall conference
      2. Special meetings will be called by the President or upon written request of the majority of board members
      3. A quorum shall consist of a simple majority of the board
      4. Board meetings are open to all members of the organization. Board meetings will be announced a minimum of one week in advance.
      5. Conference fees are waived for Board members
    2. Executive Committee
      1. Special meetings will be called by the president or upon written request of the majority of the executive committee
      2. A quorum shall consist of a simple majority of the Executive Committee
  8. Dues
    1. Annual dues for the fiscal year shall be $50. Dues include:
      1. Registration for the fall 2023 meeting (including lunch)
      2. Subscription to listserve
      3. Access to electronic directory of members
      4. All informational updates provided by the Executive Committee and the Steering Committee
    2. Dues will be reevaluated and determined annually to reflect changes in costs for the annual meetings and other expenditures. Annual dues will be no lower than $25 per member.
  9. Bylaws
    1. The bylaws will be established, amended or rescinded by the Board of Directors
    2. Proposed amendments and changes to the bylaws may be submitted in writing to the board of directors by any full member
    3. The bylaws may be amended by the Board of Directors by an online ballot, a change being ratified by a simple majority of the full membership
      1. Membership - Membership is open to all described in Section IV
      2. Organizational Structure
        1. President - The president is the chief administrative officer and will preside at all meetings, call executive committee meetings, and special board meetings and recommend to the board approval of all ad hoc committees. In the event of the inability of any board member, including executive officers, to carry out the duties of the office, the president will accept or may approve a resignation. Upon resignation, the president, with executive committee approval, will appoint a member to fulfill the duties of the elected office.
        2. President-Elect - The president-Elect fills in for other officers when they are unable to fulfill their duties temporarily or until a new officer is approved to fill a vacancy. The president-elect shall assume the office and duties of president, should the president resign. At the end of the President’s term, the President-Elect assumes the office and duties of the President.
        3. Past-President - The Past-President serves as a member of the Board of Directors and provides advice and guidance to the current president. The Past-President temporarily assumes the duties of the President, should neither the President or President-Elect be available. The Past-President also completes the duties of the President-Elect, should that individual resign, until another President-Elect is selected.
        4. Secretary - The Secretary shall keep minutes of all Executive Committee meetings and all Board of Directors meetings, keep updated lists of all full and associate members, and take care of all correspondence.
        5. Treasurer - The Treasurer shall keep accurate records of all accounts for the organization and submit a report to the executive committee, Board of Directors, and Membership meetings. The Treasurer is responsible for the disbursement of funds and collection of annual membership dues. Expenditures must be approved by both the President and the Treasurer before any disbursements are made.
        6. Steering Committee - The Steering Committee will work to support the efforts of the ICCEFA. In addition,  they will be responsible for informing the President and Board of Directors of the needs, developments, and significant events of which they are aware of within the community colleges and within the educational system of the state of Illinois. The Steering Committee also advises regarding membership on adhoc committees. Together with the Executive Committee, the Steering Committee works toward the planning and staffing of the annual fall conference. Additionally, the Executive and Steering Committees are collectively charged with exploring the possible affiliation of ICCEFA with NACCTEP.

        Executive Committee - The Executive Committee shall conduct the specific business of the ICCEFA as called on by the President. It shall approve Steering Committee vacancies, the budget, as well as other matters which require immediate attention.
